An Enterprise PMO (EPMO) is a centralized business function that operates at the highest, strategic level of the organization.  It establishes enterprise wide program and project management protocol and provides cross-functional support with regards to : governance, project portfolio management best practices, coaching / mentoring / training, tools & resources, and standardized processes.  It is also the responsibility of the EPMO to ensure alignment of project and program work to the organization’s long and short term goals.

A Function Specific PMO is a decentralized business unit, operating within the scope of an individual functional area (i.e.: Marketing, HR, IT, etc.).  It typically provides project-related services to support itself within the context of the greater organization including, but not limited to : portfolio management, governance, operational project support and human resources utilization.  It’s primary responsibility is to ensure alignment of project and program work to the long and short term goals and objectives of that functional area.

An IT PMO is also a decentralized business unit, operating within the scope of the IT functional, specifically.  Since most internal IT operations service every individual business function in some way, the standard operating protocol for how projects and programs are approved, managed, and executed tends to vary a bit from that of a traditional business PMO.  It typically provides project-related services to support itself within the context of the individual functions and the greater organization including, but not limited to : portfolio management, governance, operational project support and human resources utilization.  It’s primary responsibility is to ensure alignment of project and program work to the long and short term goals and objectives of the IT function, in service of its internal clients.

A PMO Center of Excellence (COE) is a team, a shared facility or an internal organization that exclusively provides leadership, best practices, research, support and/or training for all things related to portfolio, program, and project management.  It is essentially a hub of expert knowledge and resources, serving any and all organizational functions and their employees as they independently seek to manage both functional and cross-functional projects and programs.

A Virtual PMO can actually be any of the aforementioned versions of a project management office, the primary difference being that the vast majority of its human resources / team members are not co-located.
